The one thing everyone seems to be missing is the importance of the Paper
Size at the time of LayerUtil. If the source drawing has a different paper size
that the destination drawing, this anomaly happens. I just ran a test to confirm.
Be sure to have the correct MSP sheet paper size set before LayerUtiling out
from any drawing.
