The answer to your question is yes, I did. I asked for the ability to set 
either the color or line weight of arrow heads in the text menu in order to 
hilite arrow heads and make them stand out instead of having to change the 
color before ending the arrow thus making the arrow head a different color than 
the leader line then having to change the color back to input the next line of 
text or draw the next leader. However, although I used the arrow heads in the 
dimension menu as an example I did not mean that I wanted them linked. I also 
agree that it is a feature that you should be able to toggle on and off.
