Yep, this is a hoax (although as the web page at the link Len provided 
explains, it's not a critical file so deleting it may not cause problems 
for many users.  You'd think that if some lowlife was going to go to the 
trouble of inventing a hoax like this, he'd target a file that every 
install of Windows truly needs).

Virtually all of the chain-letter type emails that get forwarded ad naseum 
are hoaxes.  Many of them are about supposed viruses but so too are the 
ones about Ollie North's burglar alarm, or which car companies did/did not 
contribute money to the 9/11 fund, or how you can get free dinners at 
various restaurant chains, or how a certain deodorizing spray product will 
kill your pets ... hoaxes all, as are many many more.

Don't fall for this crap; don't give the hoaxers the satisfaction.  If you 
get an email warning of a virus, ALWAYS check a site like Symantec's before 
doing ANYTHING to find out whether it's an actual virus and, if it is, to 
find out what you need to do.  If it's one of the other kind, check 
www.urbanlegends.com and get the real story.  And you should do this 
regardless of the source: even the most intelligent and well-meaning of 
individuals can be incredibly gullible.  I regard even those emails I 
receive from trusted friends and associates with suspicion if they are 
about anything other than our normal, expected correspondence.

In short, the right mindset is this: until proven otherwise, it's a hoax.
